765f7343c2 doc: lib: _xxx_option() and opts_set() cleanup list syntax 
This change improves the option list rendering by correctly triggering
naturaldocs detection of the lists.  No change other than line breaks
and whitespace.

6c7ef15112 doc: lib: group all _option functions together. 
_string_option was grouped with the callbacks instead of _int_option and
_void_option.  Grouped them all together neatly.

2488d6acf1 mosquitto.service: mosquitto starts even if the network is offline 
This patch changes the behavior of how mosquitto is starting using
systemd.

Currently it is starting only when the network is online, meaning that the
network is configured to a routable IP address.

With this patch, mosquitto is starting when the network is offline, does
not need to be configured. This is needed because the MQTT broker might
be used as an internal message bus which does not need the network to be
online.

8d5fd7d1e2 Fix mosquitto_topic_matches_sub() behaviour with wildcards in topic. 
It was not returning MOSQ_ERR_INVAL if the topic contains a wildcard.

56d0b950ac Fix --remove-retained not obeying the -T option. 
This means `--remove-retained -t bbc/# -T bbc/one/#` would remove all
retained messages in `bbc/#`, instead of leaving all of the topics in
`bbc/one/#`.
